Parakiore Sports Facility Opens After Decade of Delays

The long-awaited Parakiore Recreation and Sport Centre in Christchurch is set to open its doors to the public in just two weeks after a decade marked by extensive delays and escalating costs. Initially announced as part of the Christchurch Central Recovery Plan in 2012, the centre was projected to be completed by the first quarter of 2016. However, a series of setbacks, including budget overruns and a lengthy construction timeline, pushed the anticipated opening date back significantly.

The original budget for the facility was $246 million, with funding shared between the Christchurch City Council, which contributed $147 million, and the Crown. A spokesperson from Crown Infrastructure Delivery (CID) indicated in May this year that the total cost of Parakiore is now expected to reach approximately $500 million upon completion. This substantial increase has raised questions about the financial management of the project, which was initially intended to serve as a cornerstone for the city’s recovery after devastating earthquakes.

As the largest indoor sports and aquatics facility in New Zealand, Parakiore spans 3.2 hectares and boasts an impressive range of amenities. The facility includes a 50-meter competition pool, five hydroslides, and a dedicated sensory aqua centre aimed at ensuring inclusive access for all. Additionally, it features nine indoor courts, fitness studios, and a training base for High Performance Sport New Zealand.

Challenges and Delays Throughout Construction

The first significant delay occurred in June 2014, when the completion date was pushed to the end of 2017. The project continued to face hurdles, with a major announcement in November 2017 revealing a budget blowout of $75 million, raising the total to around $321 million. This increase was attributed to a revised pricing proposal from the preferred contractor, Leighs Cockram Joint Venture, and unforeseen ground remediation challenges.

In a bid to regain control of the project, Greater Christchurch Regeneration Minister Megan Woods announced the cancellation of the early contractor involvement, leading to a reassessment of the design and budget. Despite these efforts, the project experienced further delays, with concerns about labour shortages and supply chain issues exacerbated by the COVID-19 pandemic.

By June 2022, the estimated budget had increased again to $317 million, prompting community frustration. The official name, Parakiore, was bestowed by Christchurch rūnanga Te Ngāi Tūāhuriri in April 2021, honouring a significant figure in local Māori history.

In September 2022, the primary contractor, CPB, lodged a controversial claim for an additional $212 million, citing delays and complications associated with the pandemic. This claim escalated to $439.4 million by September 2023, leading to a protracted legal dispute with the Crown over the actual costs of construction.

Upcoming Events and Community Impact

As of October 2023, construction was reported to be about 70% complete. CID successfully maintained a timeline despite ongoing legal challenges, with a projected completion date of late 2024. By November, total project costs reached $365 million, indicating a significant increase from the original budget.

Parakiore is poised to host its first official event, the Special Olympics National Summer Games, from December 10 to 14, marking a significant milestone for athletes with intellectual disabilities in New Zealand. Mayor Phil Mauger expressed enthusiasm about the impending opening, stating, “It’s certainly been a long road, but I know the whole team is thrilled to be preparing for the first event and then opening the doors to the public.”

The journey of Parakiore reflects broader challenges in managing large infrastructure projects, particularly in regions recovering from natural disasters. As the facility nears completion, it promises to become a vital resource for the community, offering a modern space for sport and recreation in Christchurch.
