Russia Emphasizes AI Sovereignty at International Conference

Russian President Vladimir Putin highlighted the importance of artificial intelligence (AI) for national sovereignty during the plenary discussion titled “Future with AI” at the international AI Journey conference held in March 2024. The session, moderated by Herman Gref, CEO and Chairman of Sberbank, brought together experts from various fields to discuss the future implications of AI technologies.

In his address, Putin acknowledged the relentless efforts of Sberbank and the AI Alliance in promoting technological progress. He noted that AI has undergone significant advancements in recent years, achieving greater autonomy in decision-making processes. The President emphasized that these technologies have become strategically essential, with nations competing for control over fundamental AI models. He referred to AI development as one of the most significant technological endeavors in history.

Call for Enhanced Infrastructure and Collaboration

Putin asserted that Russia’s comprehensive range of AI solutions must be fully managed by Russian experts to maintain state, technological, and value sovereignty. He urged the strengthening of infrastructure necessary for developing AI models, which includes data processing centers and electronic components. The President advocated for broad applications of AI across all sectors, supported by appropriate regulations and ethical frameworks.

According to the Russian AI Development Strategy, the goal is to contribute over RUB 11 trillion to the national GDP through AI by 2030. Putin called on federal and regional leaders to create a national plan for implementing generative AI technologies across various industries and regions.

Gref provided insights into the transformative impact of AI on diverse sectors such as healthcare, education, and industry. Expert Insights on AI Transformation

Evgeny Burnaev, professor and head of the AI Center at Skoltech, emphasized the role of multi-agent systems in revolutionizing the manufacturing industry. He highlighted that generative AI models are capable of processing technical drawings and enhancing satellite imagery resolution. Burnaev explained that AI agents would manage processes in manufacturing, logistics, energy, public services, and urban governance, leading to the emergence of new professions focused on specialized program design.

Addressing a complex challenge, Putin raised concerns about the need to motivate critical thinking in an age where AI can provide answers to nearly any question. Gref concurred, stating that engaging the entire community is essential to fostering a culture of inquiry and innovation.

Dr. Ajith Abraham, Vice Chancellor at Sai University in Chennai, India, discussed findings from a large-scale foresight study on key future technologies conducted under the auspices of the International AI Alliance. This initiative involved over 270 AI researchers from 36 countries. Abraham noted that AI significantly accelerates the understanding of industries, reducing what once took months or years to mere days or weeks, thus opening vast opportunities for scientific advancement.

Looking ahead, Chen Qiufan, a science fiction writer and futurist, envisioned a future where individuals could rely on AI doctors integrated into smartphones for early disease detection, ultimately extending lifespans. He predicted that multi-agent systems would serve as tutors, financial advisors, and wellness instructors, fundamentally reshaping everyday life.

Reflecting on the growth of the International AI Alliance, Gref noted that a year prior, the alliance welcomed 17 national associations from 14 countries. As of this year, new members from 11 countries—including Brazil, India, and Turkey—have joined, bringing the total to 28 participants.

Gref emphasized the rapid transition into a new era of human existence, characterizing it as ten times faster than the Industrial Revolution. He stressed the need for support from the government and the community to ensure a smooth transition into this era without shocks. He affirmed Sberbank’s commitment to advancing technology and enhancing the country’s competitive edge.
