Timaru Council Approves Comprehensive Water Delivery Plan
The Timaru Council has officially approved a comprehensive plan aimed at delivering financially sustainable, high-quality water services throughout the district. This decision, made in August 2025, comes after a thorough review of the financial, technical, and legislative aspects of the proposal, underscoring the council’s dedication to best practices in governance, transparency, and community engagement.
Mayor Nigel Bowen expressed confidence in the plan, stating it provides a clear roadmap for future service delivery. “As a council, we have long campaigned for the need for water reform,” he noted. “The acceptance of our water services delivery plan is a strong endorsement of our approach to delivering safe, reliable, and affordable water services for our residents, businesses, and industries.”
Future-Focused Water Management
Mayor Bowen highlighted the plan’s emphasis on future needs, ensuring that water infrastructure remains resilient, investments are sustainable, and services stay affordable for generations to come. He emphasized that the strategy positions Timaru to meet increasing regulatory standards, adapt to local growth, and support economic development while prioritizing environmental protection.
The approved plan details a staged transition to establish a standalone Water Services Council-Controlled Organisation (WSCCO) dedicated to drinking water and wastewater management, while stormwater services will continue to be managed in-house. This structure is designed to enhance local accountability, operational efficiency, and the potential for partnerships with neighboring councils in the future.
Key components of the plan include ongoing collaboration with the Department of Internal Affairs, which will oversee the implementation process, including transitional funding arrangements and opportunities for further regional collaboration.

The council remains committed to continuous improvement in its delivery model, aiming to position Timaru as a leader in water services provision not only within its own jurisdiction but for other councils looking to join in this effort as well.
