ICE Officer Shoots Woman During Minneapolis Operation, Provokes Outcry
An Immigration and Customs Enforcement (ICE) officer fatally shot a 37-year-old woman during an enforcement operation in Minneapolis on December 27, 2023. This incident has sparked significant backlash from local officials and community members amidst increased ICE activity in the city.
Minneapolis Mayor Jacob Frey condemned the operation, stating it has created chaos in the city. He demanded that ICE withdraw its officers immediately, expressing concern over the potential for further violence. In a statement on social media, Senator Tina Smith confirmed that the deceased woman was a U.S. citizen and emphasized the volatile nature of the situation. “ICE should leave now for everyone’s safety,” she wrote on X, formerly Twitter.
Details surrounding the shooting remain contentious. According to Tricia McLaughlin, a spokesperson for the Department of Homeland Security, the incident occurred after “rioters” obstructed ICE officers during their operation. McLaughlin claimed that a driver attempted to “run over” law enforcement, describing this as an “act of domestic terrorism.” She stated that an ICE officer fired shots in self-defense, which resulted in the death of the woman.
When asked whether ICE would comply with Mayor Frey’s request to leave the city, McLaughlin replied, “No,” indicating the agency’s determination to continue its operations in Minneapolis.
Witnesses reported seeing police vehicles responding to the scene, with law enforcement cordoning off areas and preventing bystanders and journalists from approaching. Activists and community members quickly gathered, voicing their outrage over the shooting. Video footage captured protesters confronting ICE agents, with some throwing snowballs at them, prompting a response that included the deployment of tear gas.
The incident is part of a broader trend of intensified ICE enforcement in Minneapolis, particularly targeting the city’s large Somali immigrant population. This surge in activity follows directives from President Donald Trump, who has called for expanded immigration enforcement efforts, which have been met with criticism from local leaders and advocates.
Representative Ilhan Omar highlighted that the woman shot was reportedly a “legal observer,” a term used for activists who monitor the actions of federal immigration officials. Omar reiterated her call for ICE to cease operations in the community, stating, “ICE must stop terrorizing our communities and leave our city.”
This incident is not isolated. In September 2023, an ICE officer shot and killed Silverio Villegas-Gonzalez, an undocumented immigrant, in the Chicago area following claims that he drove toward law enforcement. Additionally, a federal judge in Chicago previously criticized ICE and Border Patrol for excessive use of force against protesters, citing multiple instances of inappropriate crowd control measures.
As protests continued in Minneapolis, city council member Jamal Osman expressed concerns about the presence of federal officers, relaying that local law enforcement was attempting to facilitate ICE’s departure from the streets. The Minneapolis Police Department and Hennepin County Sheriff’s Office were present at the scene, trying to manage the escalating situation.
The political backdrop complicates the incident further. Governor Tim Walz, who announced he would not seek a third term amid controversies, has faced scrutiny over the handling of social services fraud allegations in Minnesota, reportedly involving significant amounts of misappropriated funds.
Frey had previously warned of the potential for violence due to ICE’s operations in the city, stating at a news conference on December 23, 2023, “I am gravely concerned that if we continue on this present trajectory somebody is going to get killed.”
As the community grapples with the implications of this tragic event, tensions between federal immigration enforcement and local authorities continue to rise, underscoring a national debate about immigration policy and community safety.
