Major Immigration Fraud Uncovered in Panchkula, Three Arrested

Authorities in Panchkula have dismantled a significant immigration fraud scheme promising New Zealand work visas. The operation led to the arrest of three suspects, including the alleged mastermind, and the recovery of ₹5 lakh in cash. This initiative is part of an ongoing effort to combat organized crime targeting individuals seeking overseas employment.

The fraud was brought to light when a local resident reported to Deputy Commissioner of Police (DCP) Srishti Gupta that he had been deceived into paying ₹15 lakh for a work visa for his son. The victim claimed he was misled for several months, and when no visa was issued, the accused began avoiding repayment.

Based on this complaint, a case was registered on May 27, 2025, under various sections of the Indian Penal Code and the Immigration Act. The investigation was assigned to the Anti-Immigration Fraud Unit, which promptly began its work.

Police initially apprehended Neeraj, a resident of Ambala district, on September 10. Following his arrest, he was brought before the court the next day and placed in police remand for four days. Interrogation revealed that the funds had been transferred to the account of another suspect, believed to be the main conspirator.

As the investigation progressed, police conducted multiple raids, but the primary suspect evaded capture. After extensive efforts, officers executed a raid on December 9, resulting in the arrest of Shailendra Kumar, also known as Shail, from Kanpur district in Uttar Pradesh. He was presented in court on December 10 and remanded for five days. His subsequent bail application was denied by the Punjab and Haryana High Court.

An examination of Kumar’s activities revealed he had been operating an unlicensed firm named The Man Power in Noida for five years, allegedly defrauding individuals with promises of overseas job placements. During the investigation, authorities traced a portion of the defrauded money to the account of Saddam Hussain Ansari. Following this lead, police conducted raids in West Bengal, apprehending Ansari on December 12. He was also presented in court on December 14 and remanded for seven days, with ₹5 lakh in cash recovered during the operation.

DCP Srishti Gupta acknowledged the efforts of the Anti-Immigration Fraud Unit, which operated under the supervision of Inspector Yogvinder Singh. Key roles were played by investigating officer Jagpal Singh, ASI Deepak Kumar, woman constable Poonam, and the Cyber Cell team. The investigation remains ongoing, with indications that further suspects may be involved, and additional arrests are anticipated.

The Panchkula Police have issued a warning to the public to be vigilant and to avoid engaging with unauthorized agents or firms that offer overseas job opportunities. They encourage individuals to report any fraudulent activities immediately.

ADGP Sibash Kabiraj, Police Commissioner of Panchkula, emphasized the department’s commitment to protecting the financial interests and future prospects of local youth. He stated, “We have a clear policy against networks cheating youngsters in the name of overseas opportunities. Such offenders will not escape under any circumstances. We are dedicated to taking even stricter action against these gangs.”

This crackdown reflects a broader initiative to ensure transparency and integrity in the immigration process, aiming to safeguard individuals from fraudulent schemes that exploit their aspirations for better opportunities abroad.
