Qatar Delegation Explores AI Innovations at Oracle Conference

A delegation from Qatar’s Unified Government Resource Planning (UGRP) Steering Committee attended the Oracle Artificial Intelligence Conference 2025 in the United States. This event is recognized globally for showcasing advancements in artificial intelligence, cloud computing, big data analytics, and AI governance. The delegation’s participation underscores Qatar’s commitment to advancing its digital transformation initiatives.
The primary objective of the delegation was to examine international applications and experiences related to human and financial resource management systems, as well as artificial intelligence solutions. This exploration aligns with Qatar’s ambition to unify national systems across various government entities and enhance overall efficiency.
Strengthening Digital Infrastructure
The visit is part of Qatar’s strategic partnership with Oracle, a leading global technology firm. This collaboration represents a significant step in developing the nation’s digital infrastructure. By leveraging Oracle’s expertise, Qatar aims to create integrated smart systems that utilize AI, cloud computing, and big data analytics. Such advancements are intended to bolster institutional integration and improve government resource management.
Mashaal Ali Al Hammadi, Assistant Undersecretary for Digital Government Affairs at the Ministry of Communications and Information Technology and Chair of the Steering Committee, emphasized the value of this engagement. She stated, “This visit reflects our commitment to building an integrated digital ecosystem through strategic partnerships with global technology leaders. It supports our efforts to enhance the efficiency of government resource management and improve the quality of public services.”
Al Hammadi further noted that the collaboration with Oracle marks a pivotal development in adopting AI and cloud technologies for managing human and financial resources. The initiative aligns with Qatar’s Digital Agenda 2030 and the vision for a government that is fully data- and knowledge-driven.
Engaging with Global Experts
During the conference, committee members participated in multiple bilateral meetings with Oracle executives and representatives from other technology companies. These discussions focused on sharing knowledge, reviewing leading international best practices, and identifying opportunities for development aligned with Qatar’s national project. The outcomes aim to expedite the implementation of digital transformation initiatives and enhance the efficiency of government operations.
The Steering Committee for UGRP, established by a Cabinet decision, consists of representatives from various ministries, including the Ministry of Communications and Information Technology, the Ministry of Finance, and the Civil Service and Government Development Bureau. This diverse representation ensures that the project benefits from a wide range of expertise as Qatar continues to modernize its governmental processes.
As Qatar moves forward in its digital journey, engagement with leading technology firms and participation in global conferences like Oracle’s AI Conference will play a crucial role in shaping an efficient and integrated government resource management system.
