The challenges also include the Resource Management Act (RMA) reform and its implications for the district plan review, alongside the ongoing transformation programme and routine capital projects.

Parmley remarked, “The past year, including the last quarter, has seen the organization, its capacity, and its people stretched to being close to overwhelmed with the volume of high-priority work.” He expressed gratitude for the dedication of the staff and governance team, acknowledging their efforts in serving the community despite these challenges.

Transformation and Challenges

The report emphasizes that while the council’s transformation programme has led to “significant” improvements, unforeseen circumstances related to the Local Water Done Well reforms have added further strain. This is particularly evident after councillors reconsidered their initial preferences, resulting in unexpected additional workload for staff. The complexities of the long-term plan and the necessary resources for the district plan have also contributed to the difficulties in maintaining progress.

Despite these hurdles, the implementation of a new customer service model is yielding positive results. According to Parmley, this model is enhancing access to customer services, accelerating service delivery, and promoting greater efficiency in resource utilization. He noted, “Transformational change of this scale can be disruptive… Overall though, during the transformation, services have largely been maintained with minimal levels of disruption.”

Significant projects, such as the Network Waitaki Sports and Events Centre, the Forrester Gallery Extension, and the Kakanui Bridge replacement, continue to progress successfully. However, some areas, like the library service, have experienced temporary disruptions, and governance support has struggled to keep pace with the increased demands of additional meetings.

Pressure on Staff and Future Outlook

The report highlights the pressure on staff stemming from the need to maintain business as usual while undergoing transformational changes. This relentless focus has contributed to fears of failure, which have further slowed the progress of the transformation efforts without halting them entirely.

Parmley concluded by recognizing the hard work of the staff throughout a challenging year. He stated, “I would like to formally record my thanks for the efforts and commitment of staff and the governance team to the council and our communities over such a challenging year.”
