Luxon Dismisses Need for Deeper Inquiry into McSkimming Scandal
Questions surrounding the Jevon McSkimming scandal may not lead to a deeper inquiry, as Prime Minister Christopher Luxon stated that such an investigation is unnecessary. He asserted that he already knows the likely outcome of any further examination into the affair involving former deputy commissioner McSkimming.
This statement follows revelations made by former Police Commissioner Andrew Coster during an interview. Coster, who recently resigned from his position at the Social Investment Agency, claimed that he informed Labour leader Chris Hipkins about McSkimming’s misconduct in 2023. He also suggested that Police Minister Mark Mitchell was aware of the allegations against McSkimming earlier than he had indicated. Hipkins has since denied these claims, and Mitchell characterized Coster’s memory of events as inaccurate.
In response to potential calls for a high-level inquiry, Luxon indicated on Monday that he sees no need for further investigation. “The IPCA report is very, very straight, very, very clear,” he stated, highlighting the total failure of the police leadership, as acknowledged by Coster’s resignation. Luxon expressed satisfaction that questions regarding the politicians’ involvement had been addressed and emphasized the need for solutions moving forward.
Luxon said, “For me, I’m more focused on what’s the solution. Because we can talk about the process story and the beltway story as much as you like, but actually what’s most important is that this is an organization that needs to make sure this never ever happens again.”
Hipkins has stated that he would welcome further inquiries if the Government decides to pursue them. Last month, Mitchell noted that an inquiry was “always an option, but not at the moment,” suggesting that a broader conversation across the Government is necessary before proceeding.
Various types of inquiries can be initiated, ranging from non-statutory ministerial inquiries to a Royal Commission, which investigates more serious matters. The IPCA report focused on significant police failings related to the handling of sexual allegations against McSkimming.
Since the report’s release, the Public Service Commission has conducted an independent review. Police Commissioner Richard Chambers has appointed a King’s Counsel to lead an employment investigation. Additionally, the Government is set to appoint an Inspector-General of Police. The IPCA continues to assess the adequacy of the police investigation into the complaints made by the involved woman.
In summary, while the McSkimming scandal has raised serious questions about police leadership and accountability, the Prime Minister’s stance indicates a preference for resolution over further inquiry at this time.
