Whanganui District Council Acknowledges Mistake in Assembly Secrecy
The Whanganui District Council has acknowledged a significant error regarding the establishment of its first citizens’ assembly. In a recent admission, the council stated that assembly members were not informed their identities would be made public, a decision that has raised concerns about transparency and participant consent.
This revelation comes in the wake of an investigation conducted by the Ombudsman into the council’s refusal to disclose the names of the 39 individuals selected for the citizens’ assembly focused on outdoor pools, scheduled for mid-2025. The council’s oversight has prompted an apology, highlighting procedural shortcomings in its communication with participants.
David Langford, the former chief executive of the Whanganui District Council, addressed the situation in comments to Local Democracy Reporting. He described the assembly as a novel initiative, emphasizing that while the council took steps to support participants, “not all aspects were covered.” This admission underscores the complexities involved in engaging citizens in local governance and the importance of clear communication.
Implications for Future Assemblies
The council’s misstep has raised questions about how similar initiatives will be managed in the future. Transparency is vital for building trust between local governments and their constituents. According to the Ombudsman’s findings, the council’s decision to keep the names confidential was not adequately justified, leading to further scrutiny of its practices.
The citizens’ assembly was intended to encourage community involvement in discussions around outdoor pools, a topic of considerable local interest. However, the lack of clarity regarding the public nature of the assembly has potential implications for participation rates and community trust moving forward.
As local governments increasingly turn to citizens’ assemblies for input on contentious issues, this incident serves as a reminder of the need for transparency and clear guidelines. Engaging the public effectively requires not only inviting participation but also ensuring participants fully understand the implications of their involvement.
Moving forward, the Whanganui District Council has committed to reviewing its processes and enhancing communication strategies to prevent similar issues from arising in the future. The council aims to foster an environment where citizens feel empowered to share their views without concerns about unintended exposure.
This situation reinforces the importance of transparency in local governance, particularly as councils navigate the complexities of engaging citizens in meaningful dialogue on community issues. As the Whanganui District Council works to rectify its approach, it will be crucial to rebuild trust and ensure all participants are fully informed of their roles in future assemblies.
