Tragic Confrontation: Police Fatally Shoot Tom Phillips in Waikato

A tragic confrontation in Waikato, New Zealand, resulted in the death of 38-year-old Tom Phillips after he allegedly shot a police officer during an operation to apprehend him. The incident occurred during the early hours of September 8, 2023, following a public report of suspicious activity involving a quad bike.
The sequence of events began shortly after 2:30 a.m. when police received a call from a member of the public, suspecting a burglary. Officers later deployed road spikes at an intersection where the quad bike, carrying two individuals, was heading. After hitting the spikes, the vehicle stopped, and when an officer approached, Phillips reportedly opened fire, striking one officer in the head. This officer was critically injured and subsequently transported to Waikato Hospital for emergency surgery. A second officer then returned fire, fatally wounding Phillips at the scene.
In a separate development, one of Phillips’ children was present during the incident but remained unharmed. The two other children, who had been unaccounted for, were located by police later that evening at a campground in nearby bushland. The police had been actively searching for Phillips since late 2021 when he disappeared with his three children, Jayda, Maverick, and Ember, into the remote areas of Waikato.
Volunteer private investigator Chris Budge, who dedicated his efforts to finding the family since March 2022, expressed his sorrow over the outcome. Budge became involved after offering assistance to Phillips’ partner, Cat Phillips, in locating the children. While police had advised against a public volunteer search, Budge conducted his own investigations discreetly.
“I am quite saddened at how this ending has come about,” Budge remarked before the two children were found. “This is not what anybody wanted, let alone the police. My condolences go to the children and the family on this outcome.”
Budge speculated that Phillips may have evaded police capture with the help of others. He suggested that Phillips could have been hiding in a makeshift shelter, such as a shepherd’s hut or a hunter’s shack, and receiving assistance from unidentified individuals. Budge expressed hope that the children would be cared for by someone supportive and would be brought forward to authorities following their father’s death.
“The disappearance of Phillips and the children, along with intermittent sightings, kept me committed to helping in the background,” Budge stated. “I didn’t want to step on the toes of police, but I’m a grandfather and I firmly believe the role of parents, grandparents, and the public is to give children the best chance in today’s challenging world.”
The police investigation into the incident continues, as authorities work to piece together the events surrounding Phillips’ death and the circumstances of the children’s disappearance.
