The new index utilizes machine learning algorithms to analyze over 40,000 vessels quarterly, representing approximately 80% of the active commercial fleet. By distilling intricate vessel behaviors, ownership structures, and operational histories into straightforward ratings, MTI aims to enhance transparency across the maritime industry.
How the Maritime Transparency Index Works
MTI employs a comprehensive scoring model that assesses maritime risk through three key transparency pillars. The first is the **Vessel Score**, which evaluates historical and structural risk indicators. This includes factors such as vessel age, ownership transitions, flag changes, sanctions history, and recorded deficiencies. The second pillar, the **Vessel Position**, focuses on reporting gaps and spoofing activity detected through a network of vessel position data, known as AIS. This analysis measures the extent of reporting issues and other behavioral indicators critical for understanding how vessels operate.
The final component, the **Voyage Score**, assesses behavioral anomalies during transit. This includes examining port call patterns, time spent in port, slow steaming, and geographic risk exposure. By detecting activities such as flag hopping and AIS manipulation, MTI delivers timely intelligence that enhances compliance efforts.
Applications Across Various Sectors
The introduction of MTI is expected to have broad implications across multiple sectors. Flag State Administrators can leverage the index to prioritize inspections of high-risk vessels, ensuring adherence to international compliance standards. Port State Control Officers may utilize MTI scores to concentrate resources on vessels with low transparency ratings, effectively reducing port congestion and enhancing detection of non-compliant activities.
In addition, sanctions compliance teams can integrate MTI scores with existing sanctions screening processes for a more robust approach to due diligence. A low MTI score may trigger deeper investigations into a vessel’s ownership and voyage patterns. Shipping companies can benefit from high MTI scores by unlocking premium charter rates, reducing insurance costs, and minimizing delays in port operations.
