New Zealand and India Finalize Free Trade Agreement, Boost Trade Ties
India and New Zealand have finalized negotiations for a Free Trade Agreement (FTA), a significant step towards enhancing their economic relationship. This agreement fulfills a key campaign promise made by New Zealand Prime Minister Christopher Luxon. The culmination of negotiations comes after a series of discussions that recently saw Trade Minister Todd McClay returning from India, where final terms were reportedly agreed upon.
According to Indian media reports, the FTA received approval from the Indian Cabinet at the end of last week, indicating substantial progress. New Zealand’s government has no further Cabinet meetings scheduled for this year, suggesting that the agreement is likely finalized on the domestic front as well. The New Zealand outlet Business Desk confirmed the completion of the deal on Sunday.
While the exact details of the FTA remain undisclosed, critical questions linger regarding the implications for New Zealand’s dairy sector and migration policies. DairyNZ has been approached for comment, particularly concerning whether the agreement includes significant access for New Zealand’s dairy products, which have been a contentious point in negotiations.
Historical Context and Economic Impact
Negotiations for the FTA commenced in March 2025, marking a renewed effort following a previous attempt in the early 2010s. That earlier initiative faltered in 2015 after ten rounds of talks, as India shifted focus to the broader Regional Comprehensive Economic Partnership (RCEP), from which it later withdrew.
The two nations already share a robust trade relationship, with bilateral trade reaching $3.14 billion in the last year. New Zealand’s primary export to India is forestry products. Despite this, India is currently New Zealand’s 25th largest export market, highlighting the potential for growth through a formal trade agreement. The FTA is anticipated to open new avenues, especially given India’s vast market potential.
In comparison, Australia signed a trade agreement with India in 2022, which provided preferential tariffs on various goods such as sheep meat, wool, seafood, and infant formula. This agreement, valued at almost A$50 billion (approximately $32.9 billion), has set a precedent that New Zealand’s negotiations will be closely monitored against. Notably, Australian dairy products were excluded from the initial deal, which positions New Zealand to potentially gain a competitive advantage in this area.
Future Considerations and Strategic Moves
India’s recent acceleration in pursuing free trade agreements is partly a strategic move to mitigate the effects of tariffs imposed by the previous Trump administration on Indian exports. The country has also successfully concluded a trade deal with Britain, further demonstrating its commitment to expanding international trade relations.
The implications of the New Zealand-India FTA could be significant, particularly regarding migration policies and the establishment of work visa schemes similar to those included in Australia’s agreement. Such developments could facilitate greater exchange and collaboration between the two nations, enhancing economic ties and cultural exchange.
As the details of the FTA continue to unfold, both countries stand at a pivotal moment in their economic partnership, potentially reshaping trade dynamics in the Asia-Pacific region. The focus now shifts to the specific benefits that will arise from this agreement, especially for sectors such as dairy and migration, which have been pivotal in negotiations.
