UGRP Steering Committee Delegation Explores AI at Oracle Conference

The steering committee for the Unified Government Resource Planning (UGRP) project recently attended the Oracle Artificial Intelligence Conference 2025 in the United States. This event is recognized as a leading platform for showcasing advancements in artificial intelligence, cloud computing, big data analytics, and AI governance. The delegation’s aim was to explore the latest international applications and experiences in these fields, particularly regarding human and financial resource management systems.
Participation in the conference aligns with Qatar’s strategic efforts to enhance digital transformation and integrate national systems across various government entities. The initiative builds upon Qatar’s agreement with Oracle Corporation, a significant step toward developing the country’s digital infrastructure. This partnership seeks to leverage Oracle’s expertise to create integrated smart systems utilizing AI, cloud computing, and big data analytics.
Enhancing Government Efficiency through Technology
Mashaal Ali Al Hammadi, Assistant Undersecretary for Digital Government Affairs at the Ministry of Communications and Information Technology, and Chair of the Steering Committee, highlighted the importance of the delegation’s visit. “This visit reflects our commitment to building an integrated digital ecosystem through strategic partnerships with global technology leaders. It supports our efforts to enhance the efficiency of government resource management and improve the quality of public services,” Al Hammadi stated.
Al Hammadi further emphasized that collaboration with Oracle represents a critical step towards adopting AI and cloud technologies. These advancements are intended to improve the management of human and financial resources and to develop intelligent systems that facilitate decision-making and enhance institutional performance. This initiative is in line with the goals of Qatar’s Digital Agenda 2030 and the country’s vision for a data-driven government.
Collaborative Discussions and Future Opportunities
While at the conference, committee members engaged in a series of bilateral meetings with Oracle executives and representatives from other global technology firms. These discussions centered on reviewing leading international experiences in AI and cloud computing applications. The focus was on identifying development opportunities, knowledge exchange, and aligning best practices with Qatar’s national project.
Such collaborative efforts are expected to accelerate the implementation of digital transformation initiatives, ultimately leading to improved efficiency in government operations. The UGRP Steering Committee was established through a Cabinet decision and includes representatives from the Ministry of Communications and Information Technology, the Ministry of Finance, and the Civil Service and Government Development Bureau.
The insights gained from the Oracle conference are anticipated to play a pivotal role in shaping Qatar’s approach to digital governance, ensuring that the nation remains at the forefront of technological advancements and efficient resource management.
