Sir Tim Remembered at Public Funeral for His Lasting Legacy
Family, friends, and political figures gathered at Invercargill’s Civic Theatre to commemorate the life of Sir Tim, a well-known public servant who passed away on January 8, 2023, at the age of 78. The service celebrated a remarkable career characterized by social activism and long tenures in local government. Sir Tim’s multifaceted life included a stint as a concrete contractor, during which he humorously towed a mixer behind his mayoral car.
During the service, his cousin, Tui Shadbolt, delivered a heartfelt eulogy. She described Sir Tim as “the ultimate people person who loved a good debate.” Tui emphasized his exceptional ability to uplift spirits and engage communities, noting that he was always happy to serve and never ceased advocating for the interests of Invercargill. She remarked, “Tim showed us that leadership can be joyful, creative, deeply human, and achieve great things. Even if he made himself the butt of all his jokes, because he didn’t want to offend.”
While the service celebrated Sir Tim’s achievements, it was also marked by controversy. His partner, Asha Dutt, took the opportunity to voice criticism of the city council. She highlighted the challenges Sir Tim faced during his final term, which included conflicts with deputies and staff, a critical independent review, and reported mental lapses at meetings. Dutt stated, “So in my heart, the council of 2019 have blood on their hands. That’s the shot I want to fire, Tim would be proud. How he exited his career, is a shame on you.”
The personal tributes continued with remarks from Sir Tim’s son, Rob Shadbolt, who shared anecdotes about his father’s work ethic and adventures with his grandchildren. Another son, Ben Shadbolt, emotionally recalled a time when he struggled in school and considered dropping out to pursue a music career. “I just never forget it; Dad just looks at me and goes ‘oh yeah, how much does a drumkit cost?’” This moment underscored Sir Tim’s supportive nature, even as he encouraged his son to think pragmatically.
Among the attendees was Tāme Iti, a Māori activist and artist, who paid tribute to Sir Tim’s commitment to activism. He recalled how Sir Tim had formed a small team at Bastion Point during significant protests, stating, “My friend, thank you for your support. Thank you for being with us. Thank you for being the man who you are.”
Born in Auckland in 1947, Sir Tim attended Auckland University and was known for his involvement in social activism, facing arrests for his beliefs. His political career began with two victories as mayor of Waitematā in the 1980s, leading to a sustained period of success in Invercargill. He won a by-election in 1993 and went on to serve eight full terms from 1998 to 2022. Over a 29-year period, he experienced only two electoral losses: once in 1995 and again in 2022, when he was defeated by his deputy Nobby Clark.
Throughout his career, Sir Tim maintained a prominent public presence, appearing on popular television shows such as Intrepid Journeys, 7 Days, and Dancing with the Stars. His charismatic personality was also showcased in a cheese advertisement where he famously stated, “I don’t care where, as long as I’m mayor.” In recognition of his contributions to local government and the community, he was made a Knight Companion of the New Zealand Order of Merit in 2019, an honor he expressed surprise at given his radical background.
Sir Tim is survived by his partner, four sons, and a legacy that includes several publications, such as A Mayor of Two Cities and Bull…t and Jellybeans. His impact on the community and the friendships he forged throughout his life will be remembered fondly by many who had the privilege to know him.
