The restrictive H-1B visa policies in the United States are prompting a significant shift in the global technology talent landscape, with many engineering graduates opting to pursue careers in India rather than the US. This trend is reshaping the dynamics of international recruitment as India’s tech ecosystem continues to mature, drawing skilled professionals back home and potentially threatening American competitiveness.

According to the latest LinkedIn Labor Market Report, released in October 2023, hiring in India has surged by **40%** compared to pre-pandemic levels. In stark contrast, recruitment in advanced economies, including the US, has experienced a decline of **23%**. Companies based in the US, UK, Germany, France, and Australia have increasingly turned to India for talent, marking a notable reversal in global technology talent flows.

Changing Career Preferences for Graduates

Prashray Kala, a partner at Everest Group, emphasizes that this trend reflects a structural shift rather than merely a response to visa challenges. He notes that persistent talent shortages in the US and Europe, combined with India’s cost advantages and deep skill sets in digital, AI, and product roles, are making the country an attractive destination for professionals.

Shalu Bindlish, director at Advaita Bedanta Consultants, has observed a growing preference among Indian tech graduates for jobs in India instead of the US. “We have seen Indian tech talents looking for jobs in India rather than moving to the US, and many Indians graduated from US universities applying for jobs in India, which was unprecedented,” Bindlish stated. She added that **30-40%** of students are now keen on Indian jobs after studying in the US.

The LinkedIn report highlights that AI engineering talent is **eight times more likely** to migrate across borders than the average professional, with India emerging as a net exporter of this talent. However, restrictive visa policies are limiting the attraction of talent to the US, leading American companies to establish operations in India where skilled professionals are choosing to remain.

US Tech Giants Expand Operations in India

In recognition of this talent migration, major American technology companies have significantly expanded their operations in India. Companies such as **Meta, Apple, Google, Amazon, Microsoft,** and **Netflix** collectively added over **32,000 jobs** in India in 2025, representing an **18%** year-over-year growth, according to the staffing firm Xpheno. For the first time, the top four H-1B approvals for new employment were exclusively granted to US companies, with Amazon leading at **4,644** approvals, followed by Meta with **1,555**, Microsoft with **1,394**, and Google with **1,050**, according to the National Foundation for American Policy (NFAP).

Ashutosh Sharma, Vice President and Research Director at Forrester, points out that the shift predates recent policy changes. “This shift has been ongoing for a few years now,” Sharma explained. The **$100,000** fee imposed on new H-1B petitions in September 2025 has further complicated the situation, making it more challenging for American companies to attract international talent.

India’s technological infrastructure is evolving rapidly, with the Global Capability Center ecosystem expanding to **1,760 centers** that employ over **1.9 million professionals** and generate **$64.6 billion** in revenue by the end of 2025. Projections suggest that by 2030, this ecosystem could grow to **2,100-2,200 centers** employing between **2.5 million** and **2.8 million workers**, according to Zinnov’s India GCC Landscape Report.

Pari Natarajan, CEO of Zinnov, describes this shift as forming “a global neural network” rather than a traditional brain drain. “The idea that talent must physically move to headquarters to create value is steadily losing relevance,” said Natarajan. He added that the evolving landscape reflects a growing trust in capabilities rather than proximity to headquarters.

Implications for Enterprise IT Leaders

The ramifications of this hiring trend are significant for Chief Information Officers (CIOs) and enterprise IT leaders. The recent policy changes could accelerate moves away from traditional offshore-onsite models towards remote-oriented approaches. Forrester estimates that the potential cost impacts could reach approximately **$2 billion** if service providers file as many H-1B petitions as they did in 2025.

Sanchit Vir Gogia, Chief Analyst at Greyhound Research, highlights that enterprises must undergo fundamental architectural adjustments. “We are witnessing a full-scale architectural pivot in how US enterprises access and deploy global tech talent,” Gogia noted. The traditional approach of relocating the best minds to the US is becoming increasingly untenable, with the cost of bringing a mid-level engineer to the US now exceeding **$250,000** per person, which includes salary, visa fees, and relocation expenses.

In contrast, hiring the same talent in India costs approximately **one-fifth to one-sixth** of that amount. Kala asserts that this trend necessitates a reevaluation of global operating models. “India’s role has expanded steadily due to its talent depth, skill diversity, and cost competitiveness,” he said. “Today, India is the second-largest technology talent base for most global enterprises.”
