The upgrade of the Pasifika Community Centre in Palmerston North is officially underway, with construction commencing this week on a project valued at $3 million. The initiative, approved by local councillors in a private meeting in November 2023, aims to enhance community spaces within Bill Brown Park. The successful contractor, Colspec Construction, is expected to complete the project within the approved budget of $3.79 million set in the council’s long-term plan.

Transformative New Build for Enhanced Community Use

This project represents more than just an upgrade; it will construct a new building designed to serve as a larger main hall for events and gatherings. The hall will feature a vaulted ceiling, reflecting the traditional shape of a Pasifika fale, which is intended to create a welcoming environment. According to a report presented to the council, community feedback during the design phase significantly influenced the decision to shift from an extension of the existing structure to a separate development.

The new facility is set to provide improved functionality, incorporating better natural light and accessibility. It will also feature a commercial-sized kitchen for shared use, as well as flexible workspaces suitable for various local groups and organizations. The design aims to integrate Pasifika values into the building’s physical structure and utilize sustainable materials that complement the park’s environment.

Community Engagement and Minimal Disruption During Construction

Mayor Grant Smith emphasized the project’s focus on community engagement, stating, “This project is all about people. It’s a place where families can come together, and it’s going to be a fantastic and much-needed addition to Bill Brown Park, and to our city as a whole.”

To minimize disruption, construction will begin with site preparation, including the installation of fencing around the existing hall and subsequent demolition work. Care will be taken to remove the current flooring, allowing it to be reused in the new building. Construction schedules have been arranged to restrict work to weekdays, with no evening or weekend activities planned.

While construction is underway, the wider park will remain open and accessible. The playground will continue to operate, and sporting activities on the fields will not be affected. Public toilet facilities will remain available, although the changing rooms will be temporarily closed during parts of the demolition phase.

During this period, the principal users of the centre, the Papaioea Pasifika Community Trust, will relocate to the Palmy’s Got Talent Centre on The Square to ensure continuity of services for the community.

As work progresses, the community looks forward to a revitalized space that not only enhances local cultural engagement but also fosters a sense of belonging for all residents of Palmerston North.
