UGRP Delegation Explores AI Innovations at Oracle Conference

Members of the Unified Government Resource Planning (UGRP) steering committee participated in the Oracle Artificial Intelligence Conference 2025 held in the United States. This event is recognized as a premier platform for showcasing advancements in artificial intelligence, cloud computing, big data analytics, and AI governance.
The delegation aimed to investigate the latest international applications and practices in human and financial resource management systems. By engaging with cutting-edge artificial intelligence solutions and cloud technologies, the committee hopes to bolster Qatar’s digital transformation and unify systems across government entities.
Strengthening Partnerships for Digital Growth
This visit is part of Qatar’s strategic agreement with Oracle Corporation, a significant advancement in developing the nation’s digital infrastructure. By leveraging Oracle’s expertise, Qatar aims to implement integrated smart systems that utilize AI, cloud computing, and big data analytics. This collaboration is expected to enhance institutional integration and improve the efficiency of government resource management.
Mashaal Ali Al Hammadi, Assistant Undersecretary for Digital Government Affairs at the Ministry of Communications and Information Technology and Chair of the Committee, emphasized the importance of this initiative. She stated, “This visit reflects our commitment to building an integrated digital ecosystem through strategic partnerships with global technology leaders. It supports our efforts to enhance the efficiency of government resource management and improve the quality of public services.”
Al Hammadi further noted that the partnership with Oracle represents a crucial step toward adopting AI and cloud technologies for managing human and financial resources. This aligns with both the goals of the Digital Agenda 2030 and Qatar’s vision for a fully data- and knowledge-driven government.
Collaborative Efforts and Future Prospects
During the conference, UGRP committee members engaged in several bilateral meetings with Oracle executives and representatives from other global technology firms. These discussions focused on reviewing leading international experiences in AI and cloud computing applications. The committee sought to identify opportunities for development, knowledge exchange, and to align best practices with the needs of Qatar’s national project.
The outcome of these discussions aims to accelerate the implementation of digital transformation initiatives and enhance efficiency in government operations. The UGRP steering committee, established by a Cabinet decision, includes representatives from the Ministry of Communications and Information Technology, the Ministry of Finance, and the Civil Service and Government Development Bureau.
As Qatar continues to embrace advanced technologies, the insights gained from this conference will play a pivotal role in shaping the future of government resource management in the nation.
