Minister Calls for Accountability After Mouldy Meals at School
Concerns over mouldy meals served at Haeata Community Campus in Christchurch have prompted a robust response from the New Zealand government. School lunches minister David Seymour stated that the principal of the school, Peggy Burrows, is now “eating humble pie” following the release of a recent investigation report by New Zealand Food Safety (NZFS). The report confirmed that the mouldy lunches had likely been present on school premises for several days before being discovered.
The NZFS investigation, released on Wednesday, identified that approximately 20 mouldy meals found on December 1 were likely misplaced and left unrefrigerated over the preceding weekend. Previously, Burrows had contested claims that the school bore responsibility for the situation. In light of the findings, the school is currently conducting its own internal investigation, which Burrows anticipates will conclude by the end of the week.
Seymour addressed the situation, stating, “There is no question here about food safety. People who have tried to say that have had to eat a different meal, which is humble pie.” He emphasized that the findings of the NZFS report were clear and compelling.
The issue first came to light when a staff member discovered the mouldy meals on a Monday, after the school received a delivery of 343 standard meals and 28 special dietary meals that day. According to the NZFS report, the meals are transported in insulated Cambro containers, each capable of holding up to 44 standard meals. Notably, the menu for that day featured savoury minced beef and potatoes, the same meal provided the previous Thursday.
No meals were delivered on Friday, November 28, due to a teacher-only day at the school, which raises questions about the origins of the mouldy meals. The NZFS indicated that it was unlikely the December 1 delivery included leftovers from the previous week.
Investigators found that the school maintained additional Cambro containers on-site but failed to monitor their contents or quantities effectively. After meals were distributed daily, some containers were returned to the cafeteria for later access by students. The NZFS concluded that the mouldy meals likely resulted from leftover food inadvertently left in the cafeteria containers and subsequently made available to students.
Further investigation revealed that eight Cambro containers were delivered to the school on November 27, with nine returned later the same day. All 20 mouldy meals were located in a single cafeteria container. The NZFS noted that the distributor of the meals was unlikely to be at fault, as no similar complaints were reported from other schools that received the same meals.
The investigation also highlighted limited chiller capacity at the Christchurch distribution facility, which meant that only meals for the next day were stored. Vincent Arbuckle, deputy director-general of NZFS, confirmed that the investigation identified no ongoing food safety risks associated with the School Lunch Collective.
In response to the investigation’s findings, NZFS has issued recommendations aimed at enhancing traceability, reporting, and handling processes among schools and suppliers. Parents and students have been reassured that the matter has been fully addressed, and there remains no ongoing risk to food safety.
As the internal investigation at Haeata Community Campus continues, the community awaits further clarity on how to prevent similar incidents in the future.
