Tom Phillips’ Parents Apologize to Community After Tragic Shootout
The parents of fugitive Tom Phillips, who was killed after a confrontation with police, have publicly apologized to their local community. In a letter published in the King Country News on September 8, 2023, Neville and Julia Phillips expressed their “sincere apology” to residents affected by the fallout from their son’s actions.
Phillips was shot during a police operation after a four-year manhunt, which began when he abducted his three young children and took them into hiding in the wilderness. The incident escalated when he engaged in a shootout with authorities, during which an officer was critically injured. Law enforcement is currently investigating whether Phillips received assistance from anyone during his time on the run.
In their letter, the Phillips family addressed the impact of Tom’s actions on the local communities of Waitomo and Otorohanga. “We would like to send our sincere apology to all those in the Waitomo/Otorohanga districts, most especially those in the Marokopa/Te Anga community for all the trouble, inconvenience, loss of privacy and property caused by Tom,” the letter stated. They emphasized that they did not support their son’s actions over the past four years, stating, “We are truly sorry for all you had to endure.”
Local reactions have been mixed, with some residents expressing resentment toward the police’s approach during the prolonged manhunt. One local whitebaiter, identified as Sam, criticized the police tactics, saying, “They were treating everyone as if they were f***ing guilty.” He remarked on the impact of the search on the small community, where many are retirees or farmers.

Another resident, Warren Keegan, echoed these sentiments, revealing frustrations with police conduct. “Our community is not very happy with the police anyway,” he stated. “It’s just the way we’ve been treated down here.” Keegan recounted experiences of being harassed during the search, expressing disappointment that police failed to engage with residents directly.
As investigations continue into the circumstances surrounding Phillips’ actions and any potential accomplices, the community remains on edge. Residents have voiced concerns over privacy, with many feeling that the police presence had become intrusive.
