Senior Police Leaders Failed Integrity Checks in McSkimming Case
The Independent Police Conduct Authority (IPCA) has determined that senior police officials bypassed proper procedures during serious misconduct allegations against former Police Deputy Commissioner Jevon McSkimming. Instead of investigating the complaints made against him, police leaders initiated a prosecution against the woman who reported the incidents. The findings were released on November 11, 2024, following a series of events that have raised significant concerns about police integrity and leadership.
The IPCA’s report highlights that police leaders exhibited “serious misconduct” and a “total lack of leadership and integrity” in their handling of complaints made in 2023 and early 2024. This revelation came shortly after McSkimming, age 52, pleaded guilty to possessing objectionable material, including images related to child sexual exploitation and bestiality. These images were discovered on his police-issued devices during an investigation into separate allegations against him.
The complainant, known in the report as ‘Ms Z’, accused McSkimming of sexual activity without consent, intimidation regarding an intimate recording, and misuse of police resources. Instead of addressing her allegations, police chose to pursue her under the Harmful Digital Communications Act. Recently, the Crown withdrew the charges against her, but the IPCA noted that the investigation focused exclusively on potential offences committed by the complainant, leading to her prosecution.
Key figures in the police hierarchy, including former Commissioner Andrew Coster, two deputy commissioners, and an assistant commissioner, failed to respond appropriately to the complaints, which were submitted through various channels, including emails, social media, and the police 105 reporting line. When the case was eventually referred to the IPCA in October 2024, Coster attempted to influence the investigation’s scope and timing, seemingly to protect McSkimming’s career prospects. Additionally, Coster did not disclose his awareness of the relationship during prior appointment processes.
The IPCA’s report concludes that these failures severely compromised the integrity of the police organization. It stresses that the usual integrity checks and balances were not followed, calling for enhanced oversight, legislative reform, and clearer accountability for senior conduct.
In response to the findings, Police Commissioner Richard Chambers publicly condemned the actions of former senior leaders. He stated that “the ambitions of a senior police officer were prioritized over the interests of a vulnerable woman,” emphasizing the unacceptable nature of the police’s response. Chambers described the report’s depiction of “departures from expected processes” as “appalling” and indicative of a broader failure in leadership.
Chambers confirmed that many of those involved have since left the organization, and an independent King’s Counsel will oversee any necessary employment investigations. He announced a comprehensive integrity reform program, which includes enhancing the National Integrity Unit, revising the Police Code of Conduct, and conducting a performance review focusing on integrity and conduct.
The IPCA has advocated for legislative and structural reforms to bolster independence in misconduct investigations, broaden the authority’s oversight capabilities, and ensure ministerial and parliamentary scrutiny of future integrity cases. The report underscores that while most officers operate with fairness, the failures exhibited in this case highlight the urgent need for a sustained plan to rebuild public trust in the police.
Chambers reassured the public that the worst possible outcome would be if anyone felt unsafe reporting sexual assault to the police, affirming that this is not the case. The call for stronger oversight reflects a commitment to restore confidence in law enforcement’s integrity and accountability.
